Pancake Palace has been named the 2025 Small Business of the Year for California’s 7th Assembly District, according to an announcement from Assemblyman Josh Hoover (R-Folsom). The restaurant, located in North Highlands, was founded by Mohammad Shatnawi, who immigrated from Jordan and opened the business on January 1, 1998.
Shatnawi’s background includes studying at California State University, Sacramento and working his way up to General Manager at Lyon’s Restaurant. His experience there influenced his approach to running Pancake Palace with a focus on hard work, teamwork, and customer care. The business is operated by Shatnawi and his family.
The restaurant is recognized for its food quality and community atmosphere. It also serves as a gathering place for local residents and provides a space for discussions about neighborhood resources.
In May 2024, Pancake Palace experienced a fire that led to a temporary closure. Since then, the family has worked on repairs including new plumbing, flooring, equipment, appliances, and other improvements. They plan to reopen in January 2026.

Even in the face of hardship, he and his family have remained committed to North Highlands, and their resilience is truly inspiring. Assemblyman Hoover represents District 7 which covers Citrus Heights, Folsom, Rancho Cordova and several unincorporated areas including Carmichael and North Highlands.
