COVID Update
The State of California announced new COVID-19 tier assignments for counties this week. Due to increasing case rates, Sacramento County has moved back to the more restrictive Purple Tier 1. Effective at noon on Friday, November 13, the amended Sacramento County Health Order will align with the State’s Purple Tier 1 for allowable activities, which closes certain indoor operations or reduces operational capacity.
In alignment with Purple Tier 1, the following sectors are permitted for OUTDOOR operations only until further notice. These sectors must still maintain mitigation measures (social distancing, face coverings, and sanitization):
• Cardrooms, satellite wagering
• Family Entertainment Centers (e.g. bowling alleys, miniature golf, batting cages, kart racing, and arcades)
• Gyms and fitness centers
• Movie theaters
• Museums, zoos, aquariums
• Places of worship
• Playgrounds and recreational facilities
• Restaurants
• Wineries
Bars, pubs, brewpubs and breweries may operate outdoors if they are offering sit-down, outdoor meals. Outdoor operations may be conducted under a tent, canopy, or other shelter as long as no more than one side is closed.
In alignment with Purple Tier 1, the following sectors are open for INDOOR operations. These sectors must still maintain mitigation measures (social distancing, face covering, and sanitization) and specific modifications in parenthesis below:
• All retail (maximum 25% capacity)
• Critical Infrastructure
• Hair salons and barbershops
• Libraries (maximum 25% capacity)
• Nail salons and electrolysis operations
• Personal care services (e.g. body waxing, estheticians, tattoo, massage)
• Professional sports (without live audiences)
• Shopping centers (e.g. malls, destination centers, swap meets, excluding food courts and common areas) (maximum 25% capacity)
In alignment with Purple Tier 1, bars, breweries and distilleries are prohibited from operating with the exception of those serving sit-down, outdoor meals.
Tier Advancement
Counties are required to remain in an assigned tier for a minimum of three weeks and must meet the criteria for the next tier for two consecutive weeks before being able to advance to the next tier.
“To advance back into the Red Tier 2, Sacramento County needs to have lower daily case rates. The only way to do that is to do what we know works,” said Sacramento County Health Officer Dr. Olivia Kasirye. “We all have a part in this and we must be committed to social distancing measures in public spaces (6ft apart, wear face coverings, wash hands, etc.) and to avoid gathering with non-household members.”

Non-Profit Grant Opportunity
The County Board of Supervisors has announced the 2020 Transient Occupancy Tax (TOT) Grant Program which will provide $1,000,000 in grants to support non-profit organizations located in Sacramento County. Non-profits that carry out community-based programs and/or services in the areas of economic and workforce development, arts and culture, community development, or health and human services are eligible to apply.
Grants will be allocated through a competitive process and applicants must meet eligibility and funding requirements. Applications will be accepted online beginning November 6 through December 7.

Galt Toy Drive
The Galt Police Department and Cosumnes Fire Department are now accepting applications for this year’s “Galt Toy Drive”. Interested families can apply at Cosumnes Fire Department Station 44, 205 Guild Street, Galt. Applications will be accepted on:
Saturday, November 14, 10:00 am – 1:00 pm
Sunday, November 15, 10:00 am – 1:00 pm
Families must reside within the city limits of Galt or the service area of the Cosumnes Fire Department, including Wilton. Toys will be available for residents’ children ages 1-10 only.
Qualified families are determined based on household income and the number of people living within the household. Please see attached flyer for details on applying and household income limitations.
Toy donation bins will be available on Friday, November 27 at Galt Smog, 515 N. Lincoln Way, Galt Police Department, 455 Industrial Drive, Walmart, 10470 Twin Cities Road and Cosumnes Fire Station 46, 1050 Walnut Avenue (8:00 am – 7:00 pm only). Please consider donating new, unwrapped toys for local families in need. The COVID-19 pandemic has had a significant impact on our community and there are hundreds of families in need of assistance this holiday season.
Santa & Sirens Parade
The Galt Police Department is excited to be part of the “Santa & Sirens Parade” being hosted by the Cosumnes Fire Department. This year’s event will be a stationary display that guests can drive through to view. New, unwrapped toys will be accepted during the event. The Santa & Sirens event will occur on December 1, 2, and 3 from 7:00 pm – 9:00 pm at Cosumnes Fire Headquarters, 10573 E. Stockton Boulevard, Elk Grove. See attached flyer.
PUBLIC WORKS DEPARTMENT
Goat Grazing Project
The grazing project was completed this week. It has been a couple of years since goats have been used to clear vegetation in preparation of the storm season. This year, a new style of temporary fencing was used which reduced the per site cost and has allowed for more areas to be grazed at near the same cost as in years past. This year the entire area of Deadman Gulch was grazed from Emerald Vista Drive to Marengo Road. Goats were also used in the Boessow drainage ditch and the drainage ditch on the south side of Cardinal Glass. Additionally, goats were placed in Hen Creek at Sparrow Drive and A Street. After the contracted sites were completed, the vendor agreed to graze the goats at the unimproved area of Walker Park and at the Live Oak Lift Materials site at no additional cost. Using goats for vegetation control will help mitigate localized flooding during the storm season, which will improve public safety.
Hauschildt Park Improvements
The City Council awarded a construction contract to Hardesty Excavation, Inc. on November 3 to install an entrance driveway, perimeter fence, drainage facilities, and a small parking area at the City owned Hauschildt property located at 12561 McKenzie Road. The work is required as part of the State grant agreement the City received when it purchased the property. The work is expected to start in early December and be completed by February 2021, weather permitting. Once the work is completed, the public will be able to visit the site for picnicking, open space activities, and wildlife observation.

Jingle through the Market
Since the traditional Lighting of the Night Parade cannot be held due to COVID-19, we are planning a reverse parade on the Galt Market grounds, 610 Chabolla Avenue, Saturday, December 5, 6:30 pm – 8:30 pm. We are looking for families, community groups, churches, businesses, bands, dance troupes, karate classes, etc., to be part of this fun event. Create your own unique holiday scene in your designated space. Decorate in a pop-up tent, decorate a work vehicle, design a fun float, or coordinate a dance routine to highlight your organization for all of the community to drive by and see.
