Assemblyman Josh Hoover (R-Folsom) has introduced Assembly Bill 2903, which aims to enhance transparency in state-run homelessness programs. The bill requires these programs to annually report cost and outcome data to the California Interagency Council on Homelessness (ICH) and mandates the ICH to establish uniform data collection procedures and public reporting.
In a statement, Assemblyman Hoover emphasized the need for real accountability in addressing the homelessness crisis, citing concerns raised by the State Auditor regarding the lack of systematic tracking of homelessness spending and outcome assessment. The State Auditor's recent report highlighted the state's shortcomings in monitoring homelessness expenditures and evaluating results.
California has allocated over $20 billion in taxpayer funds since 2018 to combat homelessness. Despite this significant investment, the state has witnessed a 32 percent increase in its homeless population, with California now hosting half of the nation's unsheltered homeless individuals.
Assemblyman Josh Hoover represents Assembly District 7, encompassing various cities and communities, including Citrus Heights, Folsom, and Rancho Cordova, among others.###
