Windsor El Camino Care Center emerged as the largest nursing home by resident count in Sacramento County in the first quarter of 2026, as reported by the Centers for Medicare and Medicaid Services (CMS).
Records indicate that the facility offered 178 beds, which is 72 more than the Sacramento County average during the same period. An average of 166.7 residents were housed at the center across the quarter.
The CMS assigned Windsor El Camino Care Center an overall rating of 1 out of 5, below the California state nursing home average of 3.2.
For that quarter, Arden Park Post Acute was the county’s second largest facility, with a capacity of 177 beds. Third was Bruceville Terrace – D/P SNF of Methodist Hospital, with 171 beds.

The U.S. Census Bureau estimates show that the population age 65 and older continues to rise nationwide, while the number of Americans under 18 has declined. From 2020 to 2024, the population of those 65 and older grew by 13%, compared with a 1.7% decrease in the under-18 group. Over the past century, the older adult population in the United States has increased significantly, rising from 4.9 million in 1920 to over 61 million by 2024.
According to a 2021 study, nearly half — close to 28 million — of older adults may need long-term services and supports, with projections that more than one third could eventually require care in a nursing home.
“Living a long life is something that many of us want and could get,” said Jesse Slome, executive director of the American Association for Long-Term Care Insurance. “But when we live a long life, the chances of us needing long-term care increase exponentially. But when you need that type of care, there are limited options.”
